Tokyo partner Kaku Hirao and Tokyo counsel Ken Sakurabayashi will speak at the IBA Anti-Corruption Committee Asia Conference, hosted by the International Bar Association, at the Peninsula Hotel in Tokyo on Feb. 9 and 10, 2026.

Mr. Hirao will moderate Session One: “The Importance of Cooperation and Coordination Among Anti-Corruption Enforcement Authorities in Asia” on Monday, Feb. 9, from 10:30 to 11:45.

Mr. Sakurabayashi will be a panelist in Session Five: “Trump, the FCPA and the Future of Global Anti-Corruption Enforcement” on Tuesday, Feb. 10, from 11:45 to 13:00.

His main practice area is corporate crisis management and litigation. He is also highly knowledgeable and experienced on matters involving foreign investigations and regulatory authorities. He has dealt with many cases in relation to investigations by the Securities and Exchange Surveillance Commission, the Japanese Fair Trade Commission, the Japanese Public Prosecutor’s Office, etc., as well as foreign authorities such as the U.S. Department of Justice. He has also dealt with a variety of cases such as misconduct by executives and employees, violation of environmental regulations, violation of the regulation regarding pharmaceutical and medical equipment, etc. In addition to cases that require emergency responses, he has advised many companies to build effective whistleblowing systems and anti-bribery compliance programs, and he has assisted with due diligence procedures from a compliance perspective.

Ken Sakurabayashi brings with deep experience in handling some of the most significant cases in the United States. He has an expertise in criminal cartel investigations in several industries as both a federal prosecutor and defense attorney, including Home Healthcare, Korea Fuels, Auto Parts, and Freight Forwarding. As a prosecutor, he was involved in multiple investigations coordinating with sister agencies within the United States and other foreign prosecution agencies. The Korea Fuels investigations created the foundation to launch the US-DOJ's Procurement Collusion Strike Force (PCSF). He was also a team leader of the "crackdown" of the supply chain industry announced in former-President Biden's State of the Union Address in 2022.

As a defense attorney, he helped coordinate the defense of companies before competition authorities in and outside of the United States, one which lead to the largest reduction in criminal antitrust fines in U.S. history. In addition, Ken Sakurabayashi has experience in representing companies in large scale patent litigations.
