Eiji Chatani joins Nishimura & Asahi
We are pleased to announce that Eiji Chatani joined Nishimura & Asahi as an Of Counsel in January.
After graduating from The University of Tokyo (LL.B.) in 1986, Eiji joined the Ministry of Finance. At the Ministry of Finance, he was involved in a wide range of policy planning, legislative drafting, and amendments, including legislation for the so-called "Financial Big Bang," while working in departments such as the Securities Bureau and the Budget Bureau. He also gained experience in tax administration, serving as the District Director of the Onomichi Tax Office in Hiroshima and the Director of Inspection at the Tokyo Regional Taxation Bureau. He subsequently held key positions, including Deputy Director-General of the Budget Bureau, Deputy Vice-Minister for Policy Planning and Coordination, Director of Minister’s Secretariat, and Director of the Budget Bureau. In 2022, he was appointed Vice Minister of Finance and retired in 2024. He currently serves as the Chairman of the Institute, Mizuho Research & Technologies, Ltd..

While studying at the Faculty of Law at the University of Tokyo, I passed the National Civil Service Examination and the Bar Examination, and joined the Ministry of Finance in 1986. At the Ministry of Finance, I was in charge of formulating a wide range of policies, as well as drafting and revising laws and regulations, including legislation to realize the "financial big bang" at the Securities Bureau and the Budget Bureau, and I also gained experience in tax administration, including as the Director General of the Onomichi Tax Office and as the Director of the Inspection Department of the Tokyo Regional Taxation Bureau. After serving as Deputy Director-General of the Budget Bureau, Deputy Vice-Minister for Policy Planning and Coordination, and Director General and Director of the Budget Bureau at the Ministry of Finance, I was appointed as Administrative Vice Minister of the Ministry of Finance in 2022. After retiring from the Ministry of Finance in 2024, I was admitted as an attorney-at-law in Japan in January 2025.
