Following the Cabinet's decision to double PFI (Private Finance Initiative) projects last year, the Cabinet submitted a bill to amend the PFI Promotion Act to the House of Councilors on April 1, 2011. The proposed amendment includes, for example, the expansion of the type of facilities that can be implemented by the PFI method, promotion of unsolicited projects, competitive dialogue, concessions (creation of "operating rights" that can be mortgaged, compensation for termination of "operating rights" etc.).
In this seminar, we will explain the main points of the bill and its expected impact on future PFIs in Japan. The seminar will be held in Japanese.
