The infrastructure development landscape in Cambodia has transitioned from an ad-hoc concession-based model to an institutionalized public-private partnership (“PPP”) framework. At the center of this transition is the Law on Public-Private Partnerships (“PPP Law”), which was promulgated in November 2021 and replaced the Law on Concessions promulgated in October 2007. The PPP Law applies to all qualified PPP projects involving development, rehabilitation, expansion, operation, or maintenance of public infrastructure, and/or provision of public services.
