Food Safety Regulations in the Philippines (Vol. 2)

Food manufacturing and packaging in the Philippines are primarily regulated under Republic Act No.10611, otherwise known as the Food Safety Act of 2013 (“FSA”), and its implementing rules and regulations, Department of Agriculture-Department of Health Joint Administrative Order No.2015-0007 (“FSA IRR”). Under the FSA, food refers to any substance or product whether processed, partially processed or unprocessed that is intended for human consumption. It includes drinks, chewing gum, water, and other substances which are intentionally incorporated into the food during its manufacture, preparation, and treatment.
