Indonesia: Insights from Meetings with KPPU and OJK on Compliance Programs for Competition Law and Financial Services Regulations

In July 2025, Walalangi & Partners and the Corporate Crisis Management Practice Group from Nishimura & Asahi had a series of productive and insightful meetings with key authorities in Indonesia, including representatives of the Business Competition Supervisory Commission (Komisi Pengawas Persaingan Usaha) (“KPPU”) and the Indonesian Financial Services Authority (Otoritas Jasa Keuangan) (“OJK”). These agencies rarely grant direct, open, high-level meetings, which offer a valuable opportunity for a direct exchange of ideas on Japanese and Indonesian legal and regulatory practices. Takashi is a partner in our corporate crisis management practice. He assists companies in responding to various kinds of emergency situations, including cartels, corruption, window dressing, insider trading, market manipulation, product data falsification, and other misconduct in or outside Japan by aiding in internal investigations, communicating with the governmental authorities concerned or proposing recurrence prevention measures for such misconduct. He also assists companies to implement and improve their preventive measures and advises on how to build and strengthen compliance systems and measures. Not only is he skilled at dealing with large-scale and complex corporate legal scandals involving Japanese companies, but also their overseas branches in Southeast Asia, the USA and in other countries and areas. He also has strong expertise in assisting various foreign companies which face criminal, administrative or civil exposures in Japan. Takashi served as a Japanese public prosecutor from 1992 to 2010. During his time there, he investigated and tried a variety of high-profile white-collar crimes while serving with the Special Investigation Department of Tokyo District Public Prosecutors Office, and other Prosecutors Offices. He was also engaged in international affairs, including dealing with mutual legal assistance and extradition cases in criminal procedures while serving with the International Division of the Criminal Affairs Bureau of the Ministry of Justice. While he was assigned as a First Secretary of the Permanent Mission of Japan in Geneva under the Japanese Ministry of Foreign Affairs, he was involved in human rights matters, including drafting and negotiating work for various human rights instruments. During his time there, he earned an MBA degree at the International University in Geneva.

勝部 純

Jun is a partner in our corporate crisis management practice, who handles domestic and overseas corporate crisis management matters, including conducting internal investigations, responding to relevant authorities and stock exchanges, the media, handling labor disputes, representing companies in relevant legal proceedings in relation to various corporate misconduct matters, such as quality falsification issues by manufacturing companies, financial fraud issues, etc. Jun has experience as a member of an investigation committee on corporate misconduct. Jun was previously seconded to a global trading company, and he has extensive experience in handling cross-border corporate crisis management matters and establishing global compliance programs. Jun is also a partner in our energy and natural resources practice, where he mainly advises utility companies, including providing advice on domestic and overseas investments, contracts, regulations, and disputes in relation to energy and natural resources.

金子 正紀

Masanori handles a wide-range of corporate law matters, such as M&A, responses to shareholder activists, organizational restructuring, corporate governance, disputes, crisis management, and general corporate (including labor matters). With respect to M&A transactions, he is engaged in both domestic and overseas projects, covering a range of organizations including listed and unlisted companies, and investment funds. He is a skilled communicator and dedicated to ensuring that his clients are kept well-informed and receive practical and effective advice.

井浪 敏史

Satoshi has worked at N&A’s Singapore office since July 2022 and has provided Japanese clients with headquarters in Japan or Singapore and other clients with legal support on crisis management/compliance, dispute resolution, labor and general corporate matters for their businesses operations in Southeast Asian countries.

Satoshi has also engaged in international construction and infrastructure projects and has advised on construction contracts, laws and regulations, and disputes in connection with projects in Japan and overseas.
